Urban dwellers who use public transit are low carbon emitters. These same people must pay taxes to cover the externalities of the auto and sprawl.
Why, then, is there a tariff (fare) to punish them?
The answer is simple. The carbon-auto lobby has power. Public transit is the greatest threat to their power.
